This study aims to demonstrate the governance of the Macro-Regional Strategies for the Baltic Sea and the Danube Area. The focus lies on the three different layers of the Multi-Level Governance System of the EU and considers at the same time the basic governance dimensions of flexible processes (procedural explanatory factor), functional structures (structural explanatory factor) and interacting actors (actor-centered explanatory factor). Germany is the only country in the Union which participates in both strategies. This is why a special interest lies on the involvement of the participating German regions.Keywords
