Classifying the relationships between family and state in the context of pension areas represents one of the biggest challenges for Chinese society. First, the traditional pension by the mandatory family support includes a strong dependence. On the other hand, there is the need to generate an alternative generational contract at both levels of family and social dimension combinatorial and balanced due to the changes in family structure and demographic population trends. Here, the state is the initiator, actor and controller of this transformation.

The modified generation understanding though already leads to a restructuring of the generation concept of the micro-level of the families to the macro-level of the entire social environment, but for a conversion of the pension area lacks the necessary infrastructure. This causes large gaps between supply and demand on pensions markets. Easy access to services of the public pension program is previously reserved largely to specific social milieus. This inevitably leads to social tensions within the society and generations.

The implications are enormous. In addition to the inter- and intra-generational conflicts that manifest themselves in the course of redistribution of retirement benefits by the unspecified, changed generational and gender relations, mainly the generational solidarity is focused, which implies the right and obligation system of the generational relations within the traditional generational contract.

The consequences in social reality as well as the programmatic and legal interventions of the state in the problems of the one-child policy and all its collateral consequences provide a central point of the current research and thus represent this investigation.
